This is how to check for if more than one brltty proess is running on Windows:

   tasklist /fi "imagename eq brltty.exe"

The output I get looks like this:

   Image Name                     PID Session Name        Session#    Mem Usage
   ========================= ======== ================ =========== ============
   brltty.exe                    1008 Services                   0      7,852 K
   brltty.exe                     656 Services                   0      7,204 K
