I created a /etc/brltty-hw.prefs file with content:

Show Attributes: Yes
Blinking Attributes: Yes
Attributes Blink Period: 0.8
Attributes Percent Visible: 25

This file is found by brltty, but the syntax seems not to work. Here 
comes the debug log:

Is it not possible to do the settings you mentioned via the config prefs 
file?
