[BRLTTY] Focus Keyboard not working

Hello Dave,

I'm currently on Ubuntu 22.04 LTS and having the same issue. Shall I run the
log on the distro or would you like me to reinstall Ubuntu 23.04 or Debian?
I'm happy to do either then run the log.

I think it's time to have a look at a debug log. Please add these two lines
to your brltty.conf:

   log-fkle /path/to/something.log
   log-level debug,brlkeys

Then reproduce the problem and let us have a look at the log.
