My BRLTTY package does not have a brltty.service file anymore; there are 
only brltty-device at .service, brltty.path, brltty at .path and 
brltty at .service files - note the at signs.

You could try a clean reinstallation of the package, I suppose, after 
backing up any configuration files tat you want to keep.

My understanding is that the Udev rules detect the braille device, and 
then invoke the systemd unit.
