[BRLTTY] Can't get brltty to build, was Re: Support multiple Python versions on Windows

Hey Dave,


After many struggling, I think I can finally build a Python 3.11 
compatible version. I now know how to adjust the build process to 
accomplish it.

Do you want me to file a pr to do this, including the switch to wheels?
