[BRLTTY] brltty does not work with orca

As I indicated on the Orca list, I suspect it's your responsibility to

If Orca and BRLTTY are properly installed, brlapi symbols are found and 
the library is loaded.

Which version of BRLTTY is it? Can you try upgrading?
