[BRLTTY] I can not run Tieman Braille Voyager with Brltty on Windows 10

This is a typical Windows UAC Yes/No prompt. If I grant it it continues 
with elevated privileges.

It generates file at
C:\Program Files (X86)\brltty\etc\brltty.conf
This is with 64 bit edition of Windows.
I gues it would be
C:\Program Files\brltty\etc\brltty.conf
with 32 bit edition of Windows.

Yes I have checked date modified of this file and it corresponds with 
the time I was running the setup
