[BRLTTY] Brltty on windows

Dear BRLTTY User,


If you are running the June version of BRLTTY 6.5, please install the
December version. In order to get the NVDA to work with BRLTTY you need to
enable BRLAPI as admin. If you need further assistance, please reply.
